I'm Oybek Khalilov. I was born in an ancient town of Kokand in 1972. Being raised in a relatively well-off mid-class family, where kids would usually spend time at the university studying, at the age of seventeen I deliberately decided to take a permanent job at a factory to learn on the ground the real challenges and hardship of earning money for a living. My career embodies significant activities spanning the business, public and academic sector.
In the public sector, dealing primarily with foreign trade and investment issues, I served at the Ministry of Radio-Electronics, National Bank and National Insurance Company. My focus has been on establishing a level playing field for foreign companies, advocating foreign investments and improving legislative-executive relations.
In accordance with a state mandate to set up an insurance protection mechanism against political risks in Uzbekistan I have finalized the project in London, UK. Established in 1995, a joint venture with American International Group Inc., Uzbekinvest International offers political risk insurance services to investors. Serving as CEO of this political risk JV in London, I strived to increase business activities through new business development. I was also responsible for promoting investments as a one-stop-shop for foreign investors which served as a liaison between the government and IFIs, I was responsible for the high level meetings in London, for organization of trade fairs and conferences.
In 1999 I was proposed to return to my homeland and manage Uzbekinvest National Export Import Insurance Company. As an acting Director General of Uzbekistan's largest insurance company I was responsible for all business operations and procedures for the company a large responsibility involving 12 subsidiary companies with over 1,000 employees in the insurance, investments, and marketing fields.
For most of my career I have pursued the private insurance market area working with American International Group, Inc. UZ AIG is the first solid international insurer established in 1994 to have participated in a direct insurance operation in Uzbekistan. My intention as a General Manager is to build a compact yet prudent, profitable and very reputable company, setting the standards for other insurance companies.
As a Chairman of the Board of Trustees of International Business School “Kelajak Ilmi” I'm promoting collaboration between academic and business environments.
I am a graduate of the State Economic University of Uzbekistan. I am married and have two daughters and two sons.
