Changes in Tax LEGISLATION
Below is the brief summary of the most important updates, which took place in the period 1 January 2008 30 April 2008.
Presidential Decree No.ПП-823 of 27 March 2008
A new Presidential Decree “On Further Measures on Regulation of Foreign Economic Activity of the Republic of Uzbekistan” stipulates adoption of renewed Customs Nomenclature of Foreign-Economic Activity of Uzbekistan as of 1 April 2008. The renewed version contains more detailed classification of goods.
Attachment No.1 to the Decree introduced a new list of import duty rates.
For majority of the items import duty rates remain unchanged; however some of the rates have been altered. A number of items previously not listed have been included in the list of duty-liable goods.
Among the most important items included in the Nomenclature are:
New rubber tyres for buses and lorries [4011 20] 5% of their customs value,
Monitors, projectors, copying devices, printers, and facscimile machines, compatible with a computer or network [8528, 8443 31, 8443 32, 8443 39] 30% of their customs value,
New motor vehicles for goods transportation with carrying capacity of more than 10 tonnes [8704 22, 8704 23,8704 32] 5% of their customs value.
Import duty rates have changed for the following items:
Sugar with flavoured or color ingredients [1701 91] change from 30% to 10%,
Paper  change from 10% to 5%,

Law of 7 April 2008
Law No.ЗРУ-143 introduced a number of changes in the legislative acts. Thus, article 12 of Law No.609-I “On foreign investment” (paragraph 6) have been amended to read as follows:
Property imported for own production needs by foreign investors and enterprises with foreign investment with foreign participation in the equity of 30% and more is exempt from import customs duty as established by the legislation. Property imported for own needs by foreign investors and foreign citizens working in Uzbekistan under labor contracts with the foreign investors is exempt from import customs duties.
Minimum Monthly Wage
As of 1 April 2008 the minimum monthly wage is increased from UZS 18,630 to UZS 20,865 in accordance with Presidential Decree No. УП-3972 of 5 March 2008.
